You can turn off Camera Upload notifications from Sync on your Android device.
Here's how:
1. Tap on Settings for your Android device
2. Tap on 'Apps & Notifications'
3. Select 'Sync'
4. Select 'App Notifications'
5. Toggle Sync Camera Upload Service off
